Des Moines' Planning and Zoning Commission approved Hubbell's proposed single-family community, Grover Woods, in northeast Des Moines, overruling a staff recommendation to deny the project. The commission voted in favor of the project in a 13-1 vote.
Hubbell is proposing 60 single-family homes in the 4500 block of Hubbell Avenue - many with a smaller square footage footprint.
